January 16, 2008 TASL MEETING MINUTES
The regularly scheduled TASL meeting was held on January 16, 2008 with the following in attendance: Dorothy Morgan, Dave Dearborn (NUSC), Teresa Phillips, Rebecca Dearborn, Nan Beck, Sue Moore(PSC), Eydie Gayle (PSC), Ray Franklin(WBSC), Barb Kester, (CSL), Mike Davis (CSL), Brian Francazio (NYSL), Dan Eaker (CUSC), Milt Cummings (SSC), Jeff Forsyth (CL), and Michael Williams (CUSA).
President Dorothy Morgan called the meeting to order at 7:35pm.
Dorothy asked everyone to introduce themselves and state their club affiliation since there were new attendees. She then asked Nan Beck, Secretary to read the minutes from the previous meeting. Dave Dearborn made the motion to approve the minutes as corrected and Brian Francazio seconded it. Motion carried.
Dorothy stated that financial activity for TASL was previously sent out via email by Becky Dearborn, Treasurer. Becky reviewed and has finalized all expenses for 2007 except an unpaid referee bill brought to her attention by Eydie Gayle of PSC and a bill from account, Jim Kinlaw. Dorothy asked Becky to review the projected budget for Spring 2008 but there were no big changes. Dorothy pointed out that amendments to the budget can be approved by the majority of voting members present and further stated that she, as TASL president, had no authority to make any changes on her own and strongly agreed with it being that way. Becky stated TASL would begin the season with a cushion and that could help cover unknown/unexpected referee cost increases. Becky explained that as a non-profit organization, there was not a set dollar figure that could be carried over, only normal operating expenses along with earmarked funds for specific
items to be targeted for future use. Dave Dearborn pointed out that after the fees had been adjusted, TASL was closer to their budgeted funds.
Dorothy announced that she, Teresa Phillips, Becky Dearborn, and Karen Stevens had attended the Referee Assignor's Class in December and now all were certified referee assignors. Dorothy has asked Teresa to go over the referee situation for spring and stressed that Becky needs all W9 forms from all clubs. Dorothy stated that TASL needs full disclosure from Club Reps whose clubs are paying referee assignors. She stressed that each TASL Club Rep must see a breakdown of all payments to referees being paid by club. This led to the discussion on how this would be handled for spring season. Becky made a motion that all clubs send her information stating what their fees are and then she will determine a median price to be set by TASL. Ray Franklin seconded the motion and it carried. Teresa asked that Becky's motion be amended to include a deadline date. Becky repeated her motion to include the deadline date of February 1st and also stated that the fee structure submitted to her should include a breakdown of fees paid to assignors and fees paid to referees. Ray Franklin seconded the motion and it carried.
Dorothy announced that there was no interest from TSRA concerning the "bridge" contract. Therefore, Dorothy questioned how TASL would assign games for the spring. Teresa suggested that all clubs continue with coverage as in past but take a look at those clubs who do not have assignors. Therefore, Dorothy restated with a question of confirmation that each club would be responsible for coverage of referees for the TASL matches and the four clubs, CUSC, WBSC, CSL, and NYSL who had Susan Bornoko as a previous certified assignor will agree to meet and discuss referee assignments.
Dorothy reminded everyone that all agreed to keep t-shirts as an award for the End-of-Season Tournament (EOST) and the Division Champion t-shirts would be passed out after the EOST. After some discussion on the pros and cons of the Division Champion t-shirts, Ray Franklin made a motion that these t-shirts be given to Division Champs for 2008 spring season only. Dan Eaker seconded the motion and it carried.
Dorothy reminded everyone about the choice of medallions for the EOST champions and finalists. Everyone agreed that the color of the ribbon would be black for both.
Dorothy reviewed the following information:
- Spring dates have been posted on the TASL website.
- Dorothy will send out mass emails with general information to all coaches.
- It is the responsibility of each Club Rep to relay all TASL info to all club parents, players, assistant coaches, and coaches.
- Bob Roth has monitored hits on the TASL website and has presented a breakdown showing January 7th had the highest hits and Mondays were the day for the most hits.
- Teresa needs all current information on coaches.
- Club presidents can be listed along with Club Reps on website.
- Chesapeake United will again be hosting TASL to VYSA for the spring season.
- Email should be sent to the Board of Directors and voting members to request review of membership status.
Dorothy stated that TASL needs to set a date to review and revise updates for the TASL handbook. She then asked for a special meeting date to be set for this. Dave Dearborn suggested the discussion take place via email and everyone be ready to vote on changes at the next meeting. Dave offered to send out a sample of the procedure for suggested changes to be made. Dorothy encouraged all participating clubs to send input but reminded all that only member clubs would be able to vote on revisions.
Unfinished Business:
Dorothy announced the following:
- Karen Stevens will discuss at the February meeting game card responsibilities and her "cheat sheet" that includes rules for referees. Dorothy plans to also post that on the website and send it out via email.
- Brian Francazio offered to revise the declaration form and will submit that by the end of the week so it can be used for spring season.
- Dorothy will check the hosting documents to see what is allowed in posting team standings.
New Business:
Dorothy requested everyone's help in finding a new location for TASL meetings since it has become too difficult to meet at Cambridge College due to new rules in place.
Other announcements were made:
- Fall fees need to be set.
- Team fees for spring are due by February 15th.
- TASL does not monitor or have any control over individual players moving from one club to another but TASL coaches cannot recruit from another club.
- NYSL is offering an E License course on January 25th & 26th. Contact Kevin Knott at NYSL if interested.
- Email was sent from Lawrence Kerr offering new referee classes for April, May, or June and requested a hosting club.
With no further new business, Dorothy asked for a motion for adjournment. Ray Franklin made the motion and Dan Eaker seconded it. The meeting was adjourned at 9:30pm.
